Concrete retaining wall in Ormond Beach: why the HB 803 shortcut stays closed
Planning a wall here? Start at the Building Division, not the supply yard. The city's HB 803 page says the under-$7,500 exemption leaves out electrical, plumbing, structural, mechanical and gas work. It also leaves out split projects, any property partly or entirely in a flood hazard area, and zoning-related work like fences and driveways, which get Land Development Code permits. The city decides if your wall counts as structural or zoning work, and the shortcut stays closed either way.

Wire requests, owner-builder affidavits and other paperwork surprises
A warning sits on the city's permit page: fraudulent emails are telling applicants to pay permit fees by wire, and city staff will never ask for a wire payment. Got one of those messages? Call the Building Division at the number on the city's page before you send a dollar. Every permit also needs a signed, notarized Permit Application Affidavit uploaded with the application.
Want to pull the permit yourself for a wall? F.S. 489.103(7) lets an owner act as the contractor on a one- or two-family home for their own use, with direct onsite supervision. Sell or lease within a year of completion and the law presumes the work was for sale or lease. The city adds two requirements: owner-builders sign the affidavit in person at the Building Division, and the property must be titled to the owner, not a corporation or trust.
