Concrete retaining wall in Holly Hill: three canals and a river for 4.5 square miles

The city covers 4.5 square miles on the west bank of the Halifax River. According to the city's flood page, the water comes from tidal surge and rainfall overflow, mainly along the B-27 Canal, the Halifax River, the LPGA Canal and Nova Canal North. Live near one of those and your wall has to handle water first and soil second. That goes for a yard near Sunrise Park at the east end of LPGA Boulevard, a lot by Coquina Park, or a side street off the old Dixie Highway line where the original downtown began.

R-1 lots run 10,500 sq ft, with 30 ft front and rear setbacks, 8 ft sides, and lot coverage capped at 30 percent. You can't waste room on a lot that size. A retaining wall of poured or block concrete that levels a sloped corner has to leave a path for the runoff the slope used to shed across the yard.

Every tree counts: Holly Hill's removal permit has no size floor

The city sets no size floor on trees. Sec. 106-101 requires a permit to remove, destroy, cut down or damage any tree on any land in the city, nurseries aside, and it names no minimum trunk size. The application maps every tree over 6 inches across at chest height, per Sec. 106-102.

Footings are where that bites. A footing trench cuts roots, and cutting roots may count as damage. UF/IFAS notes that live oaks planted too close to a curb, sidewalk or driveway can send roots that lift and crack the surface. So we locate the big roots before we pick the wall line. We'd rather slide the concrete retaining wall two feet than file a tree application.

If a tree has to go, the permit comes first and the wall second. Bring a photo and your survey to the Building Division and ask how the tree permit gets filed alongside the pour.

Curb cuts, sidewalks and the $2,000-a-day right-of-way fine

Does any piece of the job touch the street edge? Then the city's code and its right-of-way permit page take over. Sec. 90-151 bars cutting or altering a curb, parkway or sidewalk without a permit. The city page says any work in a city right-of-way needs a Use Permit. The contractor answers for damage to sidewalks and utilities for one year. Excavating without the permit carries a $2,000 per day fine, and a contractor caught at it has to post a $1,000 bond with the Chief Building Official.

Where a wall runs beside a sidewalk, Sec. 90-114 calls for a sidewalk 4 inches thick of 2,500 psi concrete, or 6 inches at driveways, with a 1/2 inch expansion joint between the sidewalk, the driveway apron and the curb. We keep footings off that line and leave the joints alone. Every permit application goes in with certificates of general liability and workers comp insurance. The Building Division takes applications by email, and inspections get requested through its Civic Access portal.

Urban-land sand, old yards and what the footing meets

We checked the state soil map at 66 land points across the city. Myakka-Urban land complex came up at 27.3 percent and Tuscawilla fine sand at 18.2 percent, both poorly drained. Astatula-Urban land complex, excessively drained, was 16.7 percent. About 68.2 percent of the points rate "very limited" for dwellings without basements. Both poorly drained flats and excessively drained sand show up on this map, so we design the footing and drain for the ground at your address, not an average.

The houses are old. Median build year is 1978, 54.6 percent of homes predate 1980, and 835 of them (12.0 percent) predate 1950. If your wall is replacing an old one, what we find behind the failed one tells us what the new one needs. We take the old one out, check the soil and pour a new footing on compacted base. The Building Division lists foundation, slab, driveway and sidewalk among its inspections. A wall by itself isn't named, so ask which one applies before the pour. That's the office's call, and we pass the answer to the engineer if one is involved. Single-family homes and their customary accessory structures are exempt from the city stormwater permit. Additions over 1,000 sq ft of impervious area aren't.
