Quick answer

Holly Hill's Building Division lists foundation and slab inspections as separate stops, so a concrete foundation contractor in Holly Hill has to know which ones your plans trigger. Port Orange Concrete Co pulls the permit when the job needs one and gives you a free written estimate first.

Concrete foundation contractors in Holly Hill face two inspections, not one

Pull up the Building Division page and foundation, slabs, driveway, sidewalk and accessory structures each show up as their own inspection type. You request inspections through the Civic Access portal, where permits issued from 2024 on are also searchable. The division processes permits, checks contractor licensing, reviews plans and inspects. Every application needs certificates of general liability and workers comp. It goes to the permit desk by email. Large sealed plan sets are delivered in person.

Out on the lot, a house addition on a footing and a detached garage on a monolithic slab may not follow the same inspection path. Ask the Building Division which stops your plans trigger, and line them up before the concrete truck is scheduled. Miss one and the truck sits waiting, or fresh concrete covers work the inspector never saw. Our Volusia permit guide covers county-wide steps like the Notice of Commencement.

West bank of the Halifax: canals, tidal surge and a 5 foot flood elevation

The city's flood information page says Holly Hill sits on the west bank of the Halifax River on 4.5 square miles. Water gets in from tidal surge and rainfall overflow, mainly off the B-27 Canal, the Halifax River, the LPGA Canal and Nova Canal North. The flood maps are dated 02/19/14 and 09/29/17 and show zones X, A and AE. Check FEMA's layer at 76 spots across the city and here's the split: 47.4 percent were in Zone X, 32.9 percent in AE, 10.5 percent in shaded X and 9.2 percent in Zone A. Every AE spot with a published elevation showed 5 feet.

Holly Hill joined the national flood insurance program in 1973 and is a Community Rating System Class 6 city. The discount is 20 percent in the special flood hazard area and 10 percent in Zone X. Does an elevation certificate on your new foundation change your own premium? Ask your insurance agent. Our part is pouring the footing and slab to the elevation your plans call for, and telling you on the estimate if the lot makes that harder.

A 10,500 foot lot, 8 foot side yards and a 30 percent cap

City code Section 114-765 makes the R-1 lot 10,500 square feet, with a 30 foot front, 30 foot rear and 8 foot side setbacks, and caps lot coverage at 30 percent. R-2 and R-3 get a 35 percent cap. On a 10,500 square foot R-1 lot, 30 percent is 3,150 square feet of building. Say the house already fills 2,400 square feet. The new bedroom then gets 750 square feet at most, and 8 foot side yards push a long addition toward the back.

Section 114-742 covers detached buildings. An accessory structure needs a house on the lot and stays out of the required front yard and the side setback. At 300 square feet or less it can sit 5 feet from the rear lot line, with a 12 foot height cap. Larger ones stay inside the buildable area and have to match the house. Stormwater is a separate permit, and it exempts single-family homes and their customary accessory structures, plus additions up to 1,000 square feet of impervious area that don't change the runoff. Shed permits want two copies of a survey.

Under the older lots: sand ridges, wet flats and houses from before 1950

The median Holly Hill home was built in 1978. Of 6,943 housing units, 54.6 percent predate 1980, and 835 are older than 1950. The city began downtown on Dixie Highway, now Riverside Drive, just north of LPGA Boulevard, and the 1927 freight house at 6th Street still stands. Houses that old call for additions and rebuilds. About 56 percent of the housing is single-family detached.

Under those lots, the soil map is mixed. Myakka-Urban land complex covers 27.3 percent of the land spots and Tuscawilla fine sand 18.2 percent, both poorly drained. Astatula-Urban land complex, an excessively drained sand, takes 16.7 percent. About 68 percent of the land points rated "very limited" for dwellings without basements. One street can hold a wet flat and a dry ridge. We dig the footing trench, look at what's in the bottom, and tell you before we pour. The building code puts exterior footings at least 12 inches below finished grade.

Every tree in the city needs a permit

Here's a Holly Hill quirk. Under Section 106-101 you need a permit to remove, destroy, cut down or damage any tree on any land in the city, commercial nurseries excepted. The section sets no minimum trunk size. Applications map all trees over 6 inches across. A footing dug through a root zone can "damage" a tree, so the permit question gets answered before the excavator shows up. Walk the lot with us and flag the trees you want to keep. Where the plans allow, we set the footing line and slab edge around them.

Right-of-way work follows its own rule. The city's right-of-way page says any work there, driveways included, takes a Use Permit, and excavating without one costs a $2,000 per day fine. A contractor who gets caught also posts a $1,000 bond with the Chief Building Official. Does your foundation job need a utility tie or a new curb cut? That Use Permit gets settled before anyone digs.

Pricing a small-lot foundation in Holly Hill

Our Volusia range for a monolithic concrete slab foundation is $8 to $15 per square foot. A stem wall foundation runs $10 to $18 per square foot of footprint. A 20 by 24 foot detached garage is 480 square feet, so monolithic comes to $3,840 to $7,200 and stem wall to $4,800 to $8,640. A 14 by 20 foot cottage addition is 280 square feet, or $2,240 to $4,200 monolithic. Trees to work around, a wet flat or a tight side yard will push a Holly Hill job higher. Once we see the lot, you get a free written estimate with city fees on their own lines. The whole job is laid out on our foundation contractor page, and concrete work in Holly Hill has the rest of what we pour. Hiring a concrete foundation contractor in Holly Hill for a small-lot job? Send us the survey and we'll measure the side yards first.

What Our Clients Say

5.0 out of 5 from 14 Google reviews See all reviews on Google

  • I called four companies about tearing out our cracked patio and putting in a bigger one. Two never came out, one came out and never sent a number, and one texted a price with nothing else. These guys came out the next morning, measured, and the owner sat at our kitchen table and went through what he would do and why, including why he wanted it a little thicker where the grill sits. The quote matched the bill to the dollar. What stuck with me was the crew. We have a newborn at home and they kept the radio off and the noise down without us asking. They carried every bag through the side gate instead of across the lawn too. Patio came out flat and drains away from the house like it should. Real people doing honest work.

  • One panel on the sidewalk had cracked through and was starting to tip. They cut it back to the joints on both sides and poured fresh. The seam is barely there. Quick too, same morning

Frequently Asked Questions

What should a concrete foundation contractor in Holly Hill file before breaking ground?
Send the permit desk a building permit application with your plans, a survey, and certificates of general liability and workers comp. Large sealed plan sets get dropped off at the Building and Zoning office in person. A tree in the way? Add the tree removal permit. We pull the permit when the job needs one.
Which Holly Hill canals flood, and what base elevation applies?
Per the city, the main sources are the B-27 Canal, the Halifax River, the LPGA Canal and Nova Canal North. Every AE spot with a published elevation showed 5 feet on the FEMA layer. Your own parcel's number comes from the floodplain manager and your survey. Check both before anyone designs the footing.
Do I need a permit to take out a tree for a footing in Holly Hill?
Yes. Inside city limits you need a permit to remove, destroy, cut down or damage any tree, and the code sets no minimum trunk size. Applications map every tree over 6 inches across. We mark trees on your survey so the footing line misses the ones you're keeping.
How much can I build on a standard R-1 lot in Holly Hill?
An R-1 lot is 10,500 square feet and buildings can cover 30 percent of it, so 3,150 square feet. Take away the footprint of your house and garage and what's left is your addition budget. R-2 and R-3 lots get a 35 percent cap. Setbacks run 30 feet front and rear and 8 feet on the sides.
Does my Holly Hill addition need a stormwater permit?
Not if it stays inside the exemptions. Single-family homes and their customary accessory structures are exempt from the city stormwater permit, and so are additions of up to 1,000 square feet of impervious area that don't change the runoff. Bring in fill or send water toward a neighbor and that exemption can vanish, so let us see the lot first.
Does the flood insurance discount change how my Holly Hill foundation is built?
No. The discount is separate from the build. Holly Hill is a Class 6 Community Rating System city, which means 20 percent off in the special flood hazard area and 10 percent in Zone X. We build your foundation to the plans and the elevation the city requires. How an elevation certificate affects your premium is a question for your insurance agent.
