The $2,000 a day fine behind commercial concrete in Holly Hill
Holly Hill's right-of-way permit page doesn't sugarcoat it. Any work in a city right-of-way, driveways included, needs a Use Permit. Excavate without one and it's a $2,000 per day fine. A contractor caught working without a permit has to post a $1,000 bond with the Chief Building Official. And for one year after the work, the city holds the contractor responsible for damage to sidewalks and utilities.
Code Sec. 90-151 backs that up. Nobody may cut or alter a curb, parkway or sidewalk, or set up a vehicle opening onto a public street, without a permit from the development code administrator. If your frontage is on a state or county road, you need an FDOT or county permit on top of the city's. So every Holly Hill job of ours starts at the permit desk, not the batch plant. Our commercial concrete service page shows how a job runs once the paperwork is in.
Driveway geometry: 24 feet, 50 feet and a 30 degree flare
The access rules are written right into Holly Hill's code. Sec. 90-155 wants every driveway at least 50 feet from the corner where two street right-of-way lines meet. It leaves at least 10 feet between openings and asks for a flare of at least 30 degrees from the right-of-way line to the curb. Sec. 90-158 adds a paving rule: when a driveway opens onto a paved street, the stretch inside the right-of-way has to be concrete or another approved permanent paving material.
Width is capped at 24 feet at the curbline by Sec. 90-156, though that number was written for driveways serving individual single-family homes. A business entrance may be judged differently, so ask the development code administrator what applies to your use before you lay out forms. Sec. 90-153 also allows a second access, a circular driveway with a 17 foot inside radius, on single-family lots with at least 65 feet of frontage. The 50 foot rule eats the most room on corner lots. Measure that first.
