Quick answer

Unpermitted digging in a Holly Hill right-of-way draws a $2,000-a-day fine, so a concrete driveway contractor in Holly Hill applies for the Use Permit before the first concrete form goes down. Port Orange Concrete Co files that application, builds to the 24-foot curbline limit, and gives you a free written estimate first.

Concrete driveway contractors in Holly Hill and the $2,000-a-day permit rule

Typing driveway contractors near me in Holly Hill into a search bar? Ask about permits before anything else. The city's right-of-way page doesn't leave room for guessing. Driveways count. Any work in a city right-of-way needs a Use Permit, and digging without one costs $2,000 per day. The city expects a qualified contractor, who answers for damage to sidewalks and utilities for one year. City code adds more: nobody cuts a curb, parkway or sidewalk, or opens a new connection to a public street, without a permit from the development code administrator. On a state or county road you need an FDOT or county permit too.

A job in Holly Hill starts at the permit desk, not with the truck. Applications go to the desk by email, with certificates for general liability and workers comp attached. The Building Division issues the permit, and you book inspections through the Civic Access portal. Read the city's right-of-way permit page before you sign with anyone. We file for you and list the permit in your written estimate.

Circular drives, 50-foot corners and the 30-degree flare

Holly Hill's access-control code (Sec. 90-151 to 90-158) reads like a checklist for the survey already in your drawer:

  • Single-family driveways max out at 24 feet wide, measured at the curbline, or at the traveled street if there's no curb.
  • Start the driveway no closer than 50 feet to the point where two street right-of-way lines meet.
  • Space openings at least 10 feet apart.
  • Give the driveway a flare of at least 30 degrees between the right-of-way line and the curb.
  • On a paved street, the stretch in the right-of-way must be concrete or another approved permanent paving, built to city engineering specifications.

A lot with at least 65 feet of frontage can have a second access point, and that's what makes a circular driveway possible. The inside radius is 17 feet unless an engineer signs off on something tighter. Picturing a horseshoe? Measure your frontage first. On a standard lot, the better upgrade is a longer or wider pad on one side (a plain driveway extension), and we can sketch both options on your survey. Our driveway service page covers thickness, base and reinforcement for any of these layouts. The driveway cost guide shows how size moves the price.

Our Volusia ranges for residential concrete work on lots here.

These are ranges only. The free written estimate you get after we see your site is the price you pay. The city sets permit fees by resolution, and they're billed separately.

Where the driveway meets the sidewalk: 6 inches and a half-inch joint

At the sidewalk, the city's standard is Sec. 90-114, and it governs the street end of the pour, so any concrete driveway contractor in Holly Hill works to it. City sidewalks are at least 2,500 psi concrete and 4 inches thick, stepping up to 6 inches where they cross a driveway. A 1/2 inch expansion joint goes between the sidewalk and driveway, between the sidewalk and apron, and between the apron and curb. Expansion joints run no more than 25 feet apart.

Pour a new driveway tight against the sidewalk and curb and the slab has nowhere to go when it swells in July. The joint gives it room. We set the joint material while forming the apron, then finish the slab around it.

The Building Division runs inspections on foundations, slabs, driveways and sidewalks, so each one is its own stop you can schedule. If the sidewalk out front has to come out with the driveway, see our sidewalk page for pricing and the 6 inch crossing. A shed pad or side-yard slab falls under accessory structure rules. The city requires a permit, and structures of 300 square feet or less can sit 5 feet from the rear lot line.

Halifax River, three canals and a 5-foot flood elevation

The city sits on the west bank of the Halifax River and covers 4.5 square miles. The city's flood page blames tidal surge and rainfall overflow, mostly from the B-27 Canal, the Halifax River, the LPGA Canal and Nova Canal North. FIRMs dated 02/19/14 and 09/29/17 map flood zones X, A and AE. Sampled across the city, FEMA's flood layer puts 47.4 percent in Zone X, 32.9 percent in AE, 10.5 percent in the 0.2 percent zone and 9.2 percent in A. Where the city's AE areas have a published base flood elevation, it's 5 feet.

The city joined the National Flood Insurance Program in 1973 and holds CRS Class 6. The Chief Building Official doubles as floodplain manager, so a question about driveway elevation goes to the same desk that issues your permit. The state's under-$7,500 exemption doesn't apply in a flood hazard area, so don't count on it near the water. The flood zone guide explains why.

Under the grass, Myakka-Urban land (27.3 percent of land points) and Tuscawilla fine sand (18.2 percent) drain poorly. Astatula-Urban land, at 16.7 percent, drains fast. Across the city, 68.2 percent of land points rate "very limited" for dwellings without basements. Before we price any pour, we probe the base.

A tree permit for any tree, and the older blocks off Riverside Drive

Holly Hill's tree rule has no minimum size. Section 106-101 requires a permit to remove, cut down or damage any tree on land in the city, except at commercial nurseries, and applications map every tree over 6 inches DBH. So the oak on your swale isn't yours to take out for a wider apron without paperwork. Plan the layout around it, or add the tree permit to your timeline.

The median home in the city went up in 1978, and 54.6 percent of homes predate 1980. About 835 homes, 12.0 percent, were built before 1950. The original downtown started on Dixie Highway, now Riverside Drive, just north of LPGA Boulevard. Replacing a driveway on an older lot begins with tear-out at $1.50 to $3 per square foot. R-1 lots there are 10,500 square feet with 8 foot side setbacks, so we measure the side yard before we widen the slab.

The city stormwater permit exempts single-family homes and customary accessory structures. Sunrise Park, Hollyland Park, Centennial Park and Coquina Park are all city parks, and a driveway on a block near one still follows the same code. A concrete driveway contractor in Holly Hill has to plan around all of it at once. Want the full list of what we pour in town? See concrete contractors in Holly Hill.

What Our Clients Say

  • I called four companies about tearing out our cracked patio and putting in a bigger one. Two never came out, one came out and never sent a number, and one texted a price with nothing else. These guys came out the next morning, measured, and the owner sat at our kitchen table and went through what he would do and why, including why he wanted it a little thicker where the grill sits. The quote matched the bill to the dollar. What stuck with me was the crew. We have a newborn at home and they kept the radio off and the noise down without us asking. They carried every bag through the side gate instead of across the lawn too. Patio came out flat and drains away from the house like it should. Real people doing honest work.

  • One panel on the sidewalk had cracked through and was starting to tip. They cut it back to the joints on both sides and poured fresh. The seam is barely there. Quick too, same morning

Frequently Asked Questions

Does a concrete driveway contractor in Holly Hill really risk a $2,000-a-day fine?
Yes, if the work is unpermitted. The city's right-of-way permit page says digging in a city right-of-way without the Use Permit carries a $2,000-per-day fine. The permit covers driveways, and the qualified contractor stays on the hook for damage to sidewalks and utilities for one year. We file before the crew shows up and list it in your written estimate.
How wide can my driveway be at the curb?
A single-family driveway can run up to 24 feet, measured at the curbline, or at the traveled street where there's no curb. Inside that limit, the opening must flare at least 30 degrees to the curb and sit 10 feet from the next opening. Send us a photo of your curb and we'll mark it.
Can my lot take a circular driveway?
If your lot has at least 65 feet of frontage, the city allows a second access point, and that's what a circular driveway needs. The inside radius is 17 feet unless an engineer approves something tighter. On narrower lots, go with a longer or wider pad instead. We check frontage at the estimate visit.
Why does the city want half-inch joints at my apron?
Sec. 90-114 puts a 1/2 inch expansion joint between the sidewalk and the driveway, the sidewalk and the apron, and the apron and the curb. Slabs swell in summer heat. Without the joint, the slab shoves against the sidewalk or curb and the apron cracks. We set that joint material when we form the apron.
Do I need a permit to remove a tree blocking my driveway?
Yes. Section 106-101 requires a tree removal permit for any tree on land within the city, with an exception for commercial nurseries. Applications map trees over 6 inches DBH. If a root or trunk blocks the new apron, we can bend the layout or add the tree permit to your schedule.
Which inspections apply to a new driveway?
The Building Division lists foundation, slab, driveway and sidewalk inspections among the ones it performs, and you request them through the Civic Access portal. A driveway that crosses a sidewalk can need both the driveway and sidewalk stops. We book them in order, so the pour never sits waiting on the city.
Does living near the Halifax River change Holly Hill's rules?
Possibly. Flooding in the city comes from tidal surge and rain overflow, mostly along the B-27 Canal, the Halifax River, the LPGA Canal and Nova Canal North. If your parcel sits in Zone AE, base flood elevation is 5 feet where one is published, and the state's under-$7,500 exemption doesn't apply.
