Quick answer

Commercial concrete in DeBary starts at the City Engineer's desk. A driveway connection to a city road needs a use permit, and the apron in the right-of-way is 6 inch concrete with no steel. Port Orange Concrete Co pours aprons, walks and pads at $7 to $13 per sq ft. Each job is priced after a free written estimate.

Use permits and the PDCS permit desk for commercial concrete in DeBary

Building code administration, plan review and inspections in DeBary belong to PDCS, LLC, a firm the city hires. Permits are filed at City Hall, while applications, status, fees and inspections all run through the Citizenserve portal. Every permit carries an application fee, $50 residential or $100 commercial, per the city's Building page. The fee schedule shows a flat $75 for residential items like driveways and slabs, so ask PDCS what a business slab is charged.

Driveways go through Growth Management. LDC Sec. 3.35(b) requires a use permit before anything goes on city property, and it counts a driveway connection to a city road as a facility. The City Engineer reviews it. The HB 803 exemption covers single-family homes only. DeBary's own guidance treats accessory structures and freestanding masonry walls as structural work, which is never exempt. If the job needs a permit, we pull it. Our commercial concrete service page lays out the order of work.

A 6 inch apron with no steel, and no pervious pavers

Before commercial concrete in DeBary meets the street, read the apron rule in the code. LDC Sec. 7.6(e) says residential driveways inside the right-of-way shall be concrete a minimum of six inches thick without steel or wire reinforcement. No pervious pavers are allowed in the road right-of-way. A driveway that's unpaved still needs a paved apron to that spec, running 5 feet past the back of any sidewalk, and any widening has to match what's there. A business entrance may be reviewed differently, so check with the City Engineer before you order.

Sec. 7.6 sets the footprint too. Measured at the street right-of-way line, residential width goes from 10 feet minimum to 24 feet maximum. Keep every driveway at least 5 feet from a neighbor's property line. Corner clearance is 50 feet on arterials and collectors, and it can drop to 25 feet on local streets. Where a driveway can't follow the roadside swale, put in a culvert with a 15 inch minimum pipe. A lot can have up to three driveways, 30 feet apart. Broken sidewalk gets replaced out to the nearest joint with like material.

Commercial concrete in DeBary runs $7 to $13 per square foot. Once we've seen the site, we price it per job.

JobPer sq ftWorked exampleWhat moves the price in DeBary
Dumpster pad, 5 to 6 in reinforced$7 to $138 x 12 = 96 sq ft: $672 to $1,248Tree distance rules, truck access, apron to the street
Storefront sidewalk$7 to $135 x 150 = 750 sq ft: $5,250 to $9,750Matching sidewalk joints, swale and culvert crossings

Retention, HOA drainage and the lot coverage loophole

For commercial concrete in DeBary, lot coverage means roofed building footprint and nothing else. Table 4-5 says it leaves out parking and other paved surfaces, so the coverage cap isn't what limits paving. The limits come from elsewhere. Retention comes from the city's Residential Stormwater permit, $400, which applies to lots in subdivisions platted before 1990 without plat drainage, and to unplatted land. Those lots must hold at least one inch of runoff from all impervious surfaces. The permit also lists a finished floor 12 inches above the road crown. Whether any of that reaches a business parcel is a question for Growth Management.

The city's stormwater page puts HOA communities built from the 1980s on in charge of their own stormwater systems. In 2023 and 2024, the city held meetings about HOA-maintained drainage at DeBary Golf and Country Club. Is your commercial lot inside a planned community? Get the association's drainage plan before you draw a pad that sheds water into its pond. Our Volusia County permit guide covers the countywide rules.

Flood elevation, cup for cup fill and wetland buffers

In a flood hazard area, Code Sec. 14-33 puts the lowest floor at base flood elevation plus 1 foot, or 12 inches above the crown of adjacent roads, whichever is higher. It also allows minor fill to support parking slabs, patios and walkways. LDC Sec. 9.32 requires cup for cup compensatory storage for any fill in DeBary's flood zones, and the Building Official serves as Floodplain Administrator. On FEMA's flood map, roughly three quarters of the city's land is Zone X, about a fifth is Zone AE and the rest is Zone A. The AE zones here are riverine, so check your parcel's own map panel for its elevation.

Wetlands bring setbacks. Sec. 9.10 asks for a 25 foot upland buffer on properties under 10 acres, and 50 feet from Lake Monroe and the St. Johns River on larger tracts. Lake Monroe, Gem Lake, Lake Emerald, Lake Marie, Lake Maud and the St. Johns River all touch the city boundary. DeBary isn't on FEMA's Community Rating System list for October 2026. If fill raises your pad, the lost storage has to be paid back somewhere else on the lot.

Sand ridges, wet flats and trees you can't pave to

Commercial concrete in DeBary has to deal with ground that flips fast. Paola fine sand and Apopka fine sand each cover about 16 percent of the land and drain well. Immokalee sand, around 13 percent, drains poorly. Bluff sandy clay loam and Orsino fine sand add 8 percent each, and Gator muck adds 7 percent. About 48 percent of spots on the soil map rate not limited for dwellings without basements, and 46 percent rate very limited. One lot can have a dry ridge up front and a wet flat out back. The Florida Geological Survey says buried organic debris, broken pipes or septic tanks, and poorly compacted fill can cause depressions that mimic sinkholes. So base compaction gets extra attention from us here.

Then the trees, which have distance rules of their own. Sec. 8.8 keeps paving 6 feet away from understory trees and 10 feet from canopy trees that stay. A protected tree of 6 inches DBH or more needs a permit, and the tree removal permit fee is $200, and a driveway inside a tree dripline needs arborist details or a tree removal permit. Even an exempt tree means a notice to City Hall before it comes down. Put the trees on the site plan before we lay out joints.

Main Street, US 17-92 and what a pour costs in DeBary

DeBary Main Street, the mixed-use development beside the SunRail station, broke ground on January 24, 2024. The SEMUA/TOD overlay around it has its own rules, so check there first if you're near the station. US 17-92 passes Lake Monroe Park, and West Highbanks Road leads to the Highbanks Marina on the St. Johns. Commercial concrete in DeBary runs $7 to $13 per sq ft for 5 to 6 inch reinforced flatwork, and we set the total after a site visit. Keep in mind that the right-of-way apron is a different spec than the lot behind it.

An 8 x 12 dumpster pad is 96 sq ft: $672 to $1,248. A 5 x 150 storefront walk is 750 sq ft: $5,250 to $9,750. A 30 x 60 parking section is 1,800 sq ft: $12,600 to $23,400. A detailed written estimate comes before any work begins, and the DeBary concrete contractors page shows the rest of our work in town.

What Our Clients Say

5.0 out of 5 from 14 Google reviews See all reviews on Google

  • I called four companies about tearing out our cracked patio and putting in a bigger one. Two never came out, one came out and never sent a number, and one texted a price with nothing else. These guys came out the next morning, measured, and the owner sat at our kitchen table and went through what he would do and why, including why he wanted it a little thicker where the grill sits. The quote matched the bill to the dollar. What stuck with me was the crew. We have a newborn at home and they kept the radio off and the noise down without us asking. They carried every bag through the side gate instead of across the lawn too. Patio came out flat and drains away from the house like it should. Real people doing honest work.

Frequently Asked Questions

Who reviews permits for commercial concrete in DeBary?
PDCS, LLC, the firm the city contracts for building code administration, plan review and inspections. Applications run through the Citizenserve portal, and permits are filed at City Hall. A driveway connection to a city road also needs a use permit from Growth Management, reviewed by the City Engineer. If the job needs a permit, we pull it.
What does a DeBary apron in the right-of-way have to be made of?
Per LDC Sec. 7.6(e), concrete at least 6 inches thick with no steel or wire reinforcement. Pervious pavers are not allowed in the road right-of-way. An unpaved driveway still needs that apron, running 5 feet past the back of any sidewalk, and widening must match the existing material.
Does a DeBary business need a culvert under its driveway?
If the driveway can't follow the roadside swale, yes. LDC Sec. 7.6(c) requires a culvert under the driveway, with a minimum pipe size of 15 inches in diameter. Any work in the right-of-way needs the city's use permit first, so settle the pipe with the City Engineer before the forms go in.
How far from a neighbor's property line can a DeBary driveway sit?
At least 5 feet from an adjacent property line. Width at the street right-of-way line runs 10 feet minimum to 24 feet maximum. A lot can have up to three driveways spaced 30 feet apart, and corner clearance is 50 feet on arterials and collectors, reducible to 25 feet on local streets.
Can I fill a pad in DeBary's flood zone?
Minor fill to support parking slabs and walkways is allowed under Code Sec. 14-33. LDC Sec. 9.32 adds cup for cup compensatory storage for any fill in the flood zones. The Building Official is the Floodplain Administrator, so confirm your zone and any storage requirement before you order fill.
Does HB 803 let me skip a permit on a masonry wall or shed slab in DeBary?
No. DeBary's HB 803 guidance treats accessory structures and freestanding masonry walls as structural work, and that isn't eligible for the under-$7,500 exemption. The exemption also leaves out any property partly or entirely in a flood hazard area, and it applies to single-family homes only. Ask the building official before you start.
How close can paving get to a protected tree in DeBary?
Sec. 8.8 bars paving within 6 feet of understory trees and 10 feet of canopy trees that are being kept. Protected trees of 6 inches DBH or more need a permit, and a driveway inside a tree dripline needs arborist details or a tree removal permit. Even exempt removals call for a heads-up to City Hall first.
