What a concrete pool deck contractor in DeBary can fill, and what flood rules allow
DeBary's Code Sec. 14-33 sets lowest floors in flood hazard areas at the base flood elevation plus 1 foot, or the design flood elevation, or 12 inches above the crown of all adjacent roads, whichever is higher. Further down the same section, the code allows minor fill for support of parking slabs, pool decks, patios and walkways. We like seeing that line, and it's in the city's own code.
Don't stop reading there, because the limits follow. The land development code requires "cup for cup" compensatory storage for any fill in DeBary's flood zones, and the Building Official is the floodplain administrator. Across sampled land points, 75.4 percent are Zone X, 19.7 percent AE and 4.9 percent Zone A. DeBary's AE points are riverine, and FEMA shows no static base flood elevation for them. Your elevation comes from the surveyor and the city.
The city isn't on FEMA's Community Rating System list effective October 1, 2026. Look up your parcel on FEMA's flood layer, and read our flood zone guide to see how zones change a pour.
Platted before 1990: the 1 inch retention rule and who owns the drainage
In DeBary's R-1 and R-3 to R-8 districts, lot coverage is 35 percent. But the table counts only the roofed building footprint and "does not include parking or other paved surfaces." A deck doesn't touch that number. Drainage is where the real limit lives.
The $400 Residential Stormwater Permit covers lots in subdivisions platted before 1990 without plat drainage, plus unplatted land. Those lots must retain no less than 1 inch of runoff from all impervious surfaces. The checklist also lists a finished floor 12 inches above the road crown and a 25 ft wetland setback. A pool deck adds impervious surface. So before we draw it, we size the retention swale or low area with you.
The city's stormwater page puts homeowner association communities built from the 1980s on in charge of their own stormwater systems. DeBary Plantation and the Golf and Country Club community held city stormwater meetings in 2023 and 2024 over HOA-maintained drainage. Live in an HOA? Read the covenants and send us the drainage plat before the estimate.
DeBary pool decks land inside our Volusia range. The free written estimate, after we see the site, puts a number on your yard.
| Job | Per sq ft | Typical project | What moves the price in DeBary |
|---|---|---|---|
| Broom, knockdown or cool-deck pool deck | $8 to $15 | $3,200 to $12,000 | Deck area, ridge or flat ground, retention area |
| Worked example: 480 sq ft deck | $8 to $15 | $3,840 to $7,200 | 480 sq ft times the range |
| Worked example: 640 sq ft deck | $8 to $15 | $5,120 to $9,600 | 640 sq ft times the range |
| Stamped pool deck | $12 to $20 | $3,600 to $10,000 | Pattern, color, sealer |
| Tear out an old deck first | adds $1.50 to $3 | Added to the pour | Thickness, steel, haul-off, roots |
These are ranges. A flood-zone lot, wet flats, a protected tree or a retention requirement can move the number, and the written estimate spells it out before any work begins.
