Quick answer

Concrete contractors in DeBary work under a tight driveway code. The city caps a home driveway at 24 feet wide at the street line and wants plain 6 inch concrete in the apron, so read it before anyone quotes you. Port Orange Concrete Co pours concrete driveways, patios and slabs here and pulls the permit when the job needs one. The free written estimate comes first.

DeBary at a glance

DeBary concrete work sits on the St. Johns River and Lake Monroe. Gemini Springs Park, DeBary Hall Historic Site and River City Nature Park are all inside the city.

Sand ridges, wet flats and muck sit side by side, and the St. Johns floodplain reaches into the city. Look up your parcel's flood zone before you plan the base.

Permit office: City of DeBary Building (PDCS, LLC) Β· official site Permits run through the Citizenserve portal. A driveway that meets a city road also needs a Growth Management use permit.

Concrete contractors in DeBary answer to PDCS and Growth Management

The City of DeBary hands building code administration, plan review and inspections to PDCS, LLC. You file through the city's Building page and its Citizenserve portal. A $50 residential application fee rides on every permit for this work. The fee schedule effective August 1, 2024 then lists a residential concrete slab and a residential driveway as flat $75 items.

If your driveway meets a DeBary city road, there's a second approval. LDC Sec. 3.35(b) treats a driveway connection as a facility on city property, so you need a use permit filed with Growth Management, and the City Engineer reviews it. We pull that one right next to the building permit when your job needs both. The Building Official also serves as Floodplain Administrator, and that matters anywhere near the St. Johns. Countywide rules sit in our Volusia County concrete permit guide.

A 24 foot cap, a 15 inch pipe and a plain concrete apron

DeBary keeps its driveway rules in LDC Sec. 7.6. A residential concrete driveway runs 10 to 24 feet wide, measured at the street right-of-way line. Each lot can have up to three driveways, set 30 feet apart and at least 5 feet off a neighbor's line. A vacant residential lot gets none until a house or other principal structure is there. At a corner you need 50 feet of clearance on arterials and collectors, and that drops to 25 feet on local streets.

If the driveway can't follow the roadside swale, the code wants a culvert under it. It has to be 15 inches across at minimum. Inside the right-of-way the driveway has to be concrete at least 6 inches thick with no steel or wire. Pervious pavers are barred, and a widening must match what's there. Even a gravel driveway needs a paved apron to that spec, running 5 feet past the back of any sidewalk. Behind the right-of-way line we spec the concrete for the job. The apron gets poured to that code.

Take a 20 by 24 foot driveway. That's 480 sq ft, and at our $7 to $12 per sq ft it comes to $3,360 to $5,760, and tearing out the old slab adds $1.50 to $3 per sq ft. Flood rules near the St. Johns, Lake Monroe and Gem Lake

FEMA's flood layer was sampled at 61 land points inside the city boundary. It put 75.4 percent in Zone X, 19.7 percent in Zone AE and 4.9 percent in Zone A. Those are shares of sample points, not acres, so only your own parcel's zone counts. The city line touches the St. Johns River, Lake Monroe, Gem Lake, Lake Emerald, Lake Marie and Lake Maud, among others.

Code Sec. 14-33 sets the lowest floor in a flood hazard area at base flood elevation plus 1 foot, or 12 inches above the crown of all adjacent roads, whichever is higher. Flatwork gets a lighter touch. The same section allows minor fill to support parking slabs, patios and walkways. That fill still has to be balanced "cup for cup" with compensatory storage under LDC Sec. 9.32. Raise the ground in a flood zone and you have to make room for the same volume of water. Wetlands carry a 25 foot upland buffer on properties under 10 acres, and on larger tracts the buffer is 50 feet from Lake Monroe and the St. Johns River.

State law's under-$7,500 permit exemption (HB 803) never applies to a property partly or wholly in a flood hazard area. DeBary also counts accessory structures and freestanding masonry walls as structural work, which isn't eligible. As concrete contractors in DeBary, we look up your flood zone before we quote a pad near the river, and the permit guide has the full rules.

Paola ridges next to Gator muck: what sits under a DeBary slab

DeBary's ground is a patchwork. Across the land points sampled, Paola fine sand and Apopka fine sand take 16.4 percent each. Both drain well to excessively and rate "Not limited" for dwellings without basements. Immokalee sand takes 13.1 percent, drains poorly and rates "Very limited." Bluff sandy clay loam and Orsino fine sand take 8.2 percent each, and Gator muck takes 6.6 percent. About 47.5 percent of points rate "Not limited" and 45.9 percent "Very limited." High sand ridges sit right beside wet flats and muck.

So two DeBary neighbors can need two different concrete jobs, and good concrete contractors in DeBary price the base only after they've seen it. On a ridge, we start by compacting the sand evenly under the concrete. On a flat, we hunt for standing water, soft spots and organic ground before we price the base. The Florida Building Code wants fill under a slab free of vegetation and compacted for uniform support. The Florida Geological Survey says buried debris and poorly compacted fill can leave depressions that look like sinkholes, and its database lists 7 subsidence reports that name DeBary.

Concrete contractors in DeBary should probe the ground at the estimate visit. We do. A soft spot is easier to fix in the dirt than after it shows up as a settled corner. Slab jobs are on our slab page, and house pads are on the foundation page.

Glen Abbey, DeBary Plantation and the HOA drainage question

DeBary's housing stock has a median build year of 1993. Single-family detached homes make up 84.8 percent, mobile homes 9.9 percent, and 87 percent of occupied homes are owner-occupied. The city says HOA communities built from the 1980s on look after their own stormwater systems. It held stormwater meetings in 2023 and 2024 about HOA-maintained drainage in the DeBary Plantation and DeBary Golf and Country Club area. Before we cut into a swale or pour a patio toward a drain, ask your HOA who maintains it, then tell your concrete contractor in DeBary what it says.

Older platted lots follow a separate rule. A Residential Stormwater permit ($400) applies to lots in subdivisions platted before 1990 without plat drainage, and to unplatted land. Those lots must retain at least 1 inch of runoff from all impervious surfaces. The checklist also lists a 25 foot wetland setback.

Your HOA may want to approve plans. Florida law (F.S. 720.3035) says it can't make you hold a government permit first, and if it says no it must cite the specific rule. Glen Abbey has Alexandra Park inside it. About 2,400 homes south of Highbanks Road fall under the city's septic-to-sewer rules, so find the septic tank or sewer line before you plan a concrete patio near one.

Sheds, pole barn pads and live oaks under DeBary's lot rules

DeBary caps lot coverage at 35 percent in R-1 and R-3 to R-8, and as concrete contractors in DeBary we check that number on every plan. LDC Table 4-5 counts the roofed building footprint only and "does not include parking or other paved surfaces," so a concrete patio or driveway doesn't eat your coverage. Detached garages are the exception. They count toward impervious coverage.

Accessory structures (LDC Sec. 6.1) come only after the house and never in a yard that abuts a street. Keep them 5 feet from lot lines, or 15 feet from side and rear lines at 600 sq ft or more. Maximum height is 20 feet. Pole barns count as accessory structures, and lots of half an acre or less get two accessory structures, totaling up to 50 percent of the house. Our pole barn slab page covers the concrete pour.

Trees come with their own permits before any concrete goes down. Removing a protected tree 6 inches across or bigger takes a permit ($200 fee). LDC Sec. 8.8 bars paving within 6 feet of an understory tree or 10 feet of a canopy tree you're keeping, and the city asks you to notify City Hall before you remove even an exempt tree. UF/IFAS notes that roots from live oaks planted near driveways can lift and crack the surface. We build the forms around the tree.

What Our Clients Say

  • I called four companies about tearing out our cracked patio and putting in a bigger one. Two never came out, one came out and never sent a number, and one texted a price with nothing else. These guys came out the next morning, measured, and the owner sat at our kitchen table and went through what he would do and why, including why he wanted it a little thicker where the grill sits. The quote matched the bill to the dollar. What stuck with me was the crew. We have a newborn at home and they kept the radio off and the noise down without us asking. They carried every bag through the side gate instead of across the lawn too. Patio came out flat and drains away from the house like it should. Real people doing honest work.

DeBary Concrete Questions

Which concrete contractors in DeBary pull the driveway permit for me?
We do. Port Orange Concrete Co files the DeBary concrete building permit through the city's Citizenserve portal for PDCS review. When the driveway meets a city road, we add the Growth Management use permit. You sign what needs your signature. The permit fee goes in the written estimate: a $50 application plus a flat $75 for a residential driveway on the 2024 fee schedule.
Does a DeBary driveway apron need rebar?
Not inside the right-of-way. DeBary's concrete code calls for concrete at least 6 inches thick "without steel or wire reinforcement" there, and pervious pavers aren't allowed. A widening has to match what's already in place. Behind the right-of-way line the design is up to the job, and we spell out the spec in your estimate.
How wide can I make my driveway in DeBary?
Between 10 feet and 24 feet, measured at the street right-of-way line. A DeBary lot can have up to three driveways, 30 feet apart, and none closer than 5 feet to the side line. On a vacant residential lot you can't have a driveway until a principal structure exists.
Does HB 803 cover a patio or slab in DeBary?
Maybe, but ask in writing. The exemption needs a request, and the city's notice excludes structural work and anything in a flood hazard area. DeBary counts accessory structures and freestanding masonry walls as structural. Ask the Building Official which side your slab lands on. Bring us the answer and we'll build the estimate around it.
When does the 1 inch retention rule apply to my DeBary lot?
It hits DeBary lots in subdivisions platted before 1990 with no plat drainage, and unplatted land. Those lots need a Residential Stormwater permit ($400) and must retain at least 1 inch of runoff from all impervious surfaces, driveway and patio included. We check your plat at the estimate visit.
How close to the line can a shed slab go in DeBary?
A shed slab in DeBary sits 5 feet from the lot lines, or 15 feet from the side and rear lines once the structure hits 600 sq ft. It can't go in a yard that abuts a street, and the house has to exist first. Max height is 20 feet.
Do I need a permit to pour next to an oak in DeBary?
Pouring next to the tree isn't the trigger. Removing a protected tree 6 inches across or bigger takes a permit. The code bars paving within 6 feet of an understory tree or 10 feet of a canopy tree you're keeping, and a driveway inside a tree's dripline needs arborist details or a tree removal permit. Notify City Hall before removing any tree, even an exempt one.
