Concrete sidewalk contractor in DeBary: the apron runs past the back of the walk
Where a driveway meets a sidewalk, DeBary's Land Development Code gives you a number, in Section 7.6. A residential driveway in the right-of-way is concrete, at least 6 inches thick, with no steel or wire reinforcement. Leave the driveway unpaved and you still need a paved apron to that spec, running 5 feet past the back of any sidewalk. Pervious pavers aren't allowed in the road right-of-way, and a widened driveway must match what's already there.
That section also sets driveway width at 10 feet minimum and 24 feet maximum, measured at the right-of-way line, with a 5 foot minimum from the neighbor's line. When a driveway can't follow the roadside swale, it goes over a culvert of at least 15 inches. A driveway connection to a city road takes a use permit. Growth Management takes the filing and the City Engineer reviews it. The DeBary driveway page covers the driveway side, and the sidewalk contractor page covers the whole job.
PDCS, Citizenserve and the flat $75 items
The city contracts PDCS, LLC for building code administration, plan review and inspections, as its Building page explains. Everything runs through the Citizenserve online portal: applications, status, fees and inspections. Every residential permit carries a $50 application fee under a fee schedule effective August 1, 2024. Group I items are a flat $75, and that includes a residential concrete slab, structural or non-structural, a residential driveway and residential grading.
Before you budget, ask PDCS which item your walk falls under. We put the answer on the estimate as its own line. The city's HB 803 notice says single-family work under $7,500 needs no building permit, except electrical, plumbing, mechanical, gas and structural work, or any work on a property partly or entirely in a flood hazard area. It also bars project splitting. DeBary counts accessory structures and freestanding masonry walls as structural. Our permit guide explains how the exemption works countywide.
