Concrete sidewalk contractor in Flagler Beach: Flagler County rules, not Volusia's
Flagler Beach is in Flagler County, so the Volusia permit offices you've heard about don't apply. The city's Building, Planning and Engineering departments share the Wickline Building, and you can look up permits and pay bills online. The city says a building permit is required for all projects to construct, enlarge or alter a building or structure, among other work. Driveways, rights-of-way, floodplain management and flood zone questions all go through Engineering, which also keeps elevation certificates.
You'll find the land development regulations in Appendix A of the city code on Municode. Our permit guide covers the state rules, which apply everywhere in Florida. A small Volusia County piece sits inside the city boundary, 89 parcels with 86 of them condominium units in Ocean Palm Villas South. Own one of those? Ask which office permits your work. For how our jobs run, see the sidewalk contractor page.
Fill for a walk in an AE zone: stem walls, grades and 50 cubic yards
You can't fill a lot freely in Flagler Beach. LDR Section 9.04.04 allows no fill in the right-of-way except what driveway and culvert installation requires, and you can't fill a lot higher than the final average grade of adjacent developed lots unless it was already higher. In AE flood zones, fill is limited to three things: what's needed inside a stem wall foundation to pour the slab at the required elevation, fill to bring driveways and sidewalks to approved grades, and no more than 50 cubic yards elsewhere. That is generally 6 inches or less of grade change, with slopes no steeper than 3 to 1.
Grade work on a walk belongs in the permit from day one. We measure the route, mark the low spot, and hold the fill to what the code allows. On FEMA's flood layer, 49.2 percent of the city's sampled points are in Zone AE, 28.8 percent in Zone X, 20.3 percent in Zone X at 0.2 percent annual chance and 1.7 percent in Zone VE.
These are our Volusia County ranges for a concrete sidewalk contractor in Flagler Beach, applied here as well. A walk in a V or Coastal A zone follows the frangible spec. Every figure comes with a free written estimate after we see the site.
