Quick answer

Flagler Beach is in Flagler County, so a concrete patio contractor in Flagler Beach works to the city's own land development regulations, not Volusia's. Port Orange Concrete Co reads your flood zone and checks the 5 foot side setback for patios and porches. Then you get a free written estimate before any work begins.

Concrete patio contractors in Flagler Beach answer to the city's own code

The Wickline Building houses Planning, Building and Engineering, and Building answers on the city's main line. According to the Building Plan Reviews and Inspections page, every project to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure needs a building permit. Cosmetic work such as paint and carpet is exempt. Engineering handles driveways, rights-of-way, floodplain management and flood zone questions, and it keeps elevation certificates. BS&A Online runs permit lookup and online payment.

You'll find the land development regulations in Appendix A of the city's code on Municode. Our Volusia price ranges still apply here. The Flagler Beach rules govern the concrete slab. Our patio service page covers how we pour, and the Flagler Beach concrete page lists the rest of our work in town.

Porches in Flagler Beach, FL, decks and the 5 foot side setback

Decks, screen enclosures, gazebos and porches attached to the house get a reduced 5 foot side yard setback in the SFR, LDR and MDR districts (LDR Sec. 2.05.05.2). Corner visibility triangles stay clear of all of them. Detached accessory structures get a tighter deal: no taller than 15 feet, no more than 30 percent of the required rear yard, the principal front setback, and at least 5 feet from side and rear lines.

A detached slab falls between those two cases, so we ask the city which section covers yours and draw the slab to match. Housing here tells you what you're tying into. The median owner-occupied home is valued at $557,600, and 63.7 percent of the 3,697 housing units are single-family detached. 2,087 units (56.5 percent) were built from 1970 to 1989. Next to a 1980s house, a porch slab needs a new joint at the house wall and a slope away from it. Our guide explains how the permit process works.

These are our Volusia ranges for patios and porch slabs on city lots. Flood zone and fill limits pick the slab type before they touch the price.

V zones, Coastal A and the frangible, unreinforced beachside slab

LDR Sec. 4.07, Flagler Beach's floodplain section, says concrete slabs used as parking pads, patios and walkways in V zones and Coastal A zones must be structurally independent of the building foundation and "frangible and not reinforced." Put simply, a surge should snap the slab loose instead of dragging the house with it. The city has 59 mapped points. 49.2 percent of them are Zone AE, 28.8 percent Zone X, 20.3 percent Zone X (0.2 percent annual chance) and 1.7 percent Zone VE. Flagler County's FIRM panels took effect June 6, 2018.

The Flagler County Coastal Construction Control Line, set in 1988, crosses the city boundary, and about 7 percent of the sampled points sit seaward of it. Under F.S. 161.053, no one builds a structure seaward of the line without an FDEP permit. Site plans submitted to the city should show the line or say the site is seaward of it. The city's Protection of Sea Turtles article also sets lighting standards for development near the beach. Our beachside guide has the zone basics.

Fill limits in AE zones and what sits under a Flagler Beach lot

Fill in AE flood zones is tightly limited by LDR Sec. 9.04.04. You can use it inside a stem wall foundation to pour the slab at the required elevation, to bring driveways and sidewalks to approved grades, and for no more than 50 cubic yards anywhere else. Generally that's 6 inches or less of grade change, with slopes no steeper than 3:1. The right-of-way gets no fill except for driveway and culvert installation. And a lot can't be filled above the final average grade of adjacent developed lots, unless it already sat higher. So your pour follows the lot's grade.

The ground changes from block to block. Turnbull and Pellicer soils (tidal, very poorly drained, very frequent flooding) cover 20.3 percent of the sampled points. Palm Beach gravelly sand (excessively drained) covers 16.9 percent, and Narcoossee shell substratum-Welaka complex covers 11.9 percent. About 42 percent of points rate "not limited" and 32 percent "very limited" for dwellings without basements. Water touches the city at the Atlantic Ocean, the Intracoastal Waterway, Halifax Creek, Smith Creek and Silver Lake. Near the Flagler Beach Pier, out toward Gamble Rogers Memorial State Recreation Area, or on the A1A stretch heading to North Peninsula State Park four miles south, our work as a concrete patio contractor in Flagler Beach starts with a compacted base under every slab.

What Our Clients Say

  • I called four companies about tearing out our cracked patio and putting in a bigger one. Two never came out, one came out and never sent a number, and one texted a price with nothing else. These guys came out the next morning, measured, and the owner sat at our kitchen table and went through what he would do and why, including why he wanted it a little thicker where the grill sits. The quote matched the bill to the dollar. What stuck with me was the crew. We have a newborn at home and they kept the radio off and the noise down without us asking. They carried every bag through the side gate instead of across the lawn too. Patio came out flat and drains away from the house like it should. Real people doing honest work.

  • One panel on the sidewalk had cracked through and was starting to tip. They cut it back to the joints on both sides and poured fresh. The seam is barely there. Quick too, same morning

Frequently Asked Questions

Do porches in Flagler Beach, FL get a smaller side setback than a shed?
They do. A porch or deck attached to the house gets a reduced 5 foot side yard setback in the SFR, LDR and MDR districts, but never inside a visibility triangle. A shed-type detached accessory structure also has to stay at least 5 feet from side and rear lines, and it's capped at 15 feet tall.
Can I put a reinforced slab on my V-zone patio in Flagler Beach?
No. In V zones and Coastal A zones the city requires patio and walkway slabs to be structurally independent of the building foundation and "frangible and not reinforced." We pour those slabs that way, so a surge can break the slab away. The estimate explains it before you sign.
How much fill can I bring in for a patio in an AE zone?
Very little. AE zone fill is limited to what sits inside a stem wall, what brings driveways and sidewalks to approved grades, and 50 cubic yards elsewhere at most. That's generally 6 inches or less of grade change. If your plan calls for more, we tell you before you sign.
Does the coastal construction line affect a backyard patio in Flagler Beach?
It can, if your lot is seaward of the line. The county's CCCL, set in 1988, crosses the city, and state law requires an FDEP permit for structures seaward of it. The city asks site plans to note it. Before we draw the slab, we check your lot against the line.
Who do I call about my flood zone in Flagler Beach?
The city's Engineering Division. Floodplain management and flood zone questions land on its desk, and it keeps elevation certificates. Ask for your zone and whether a certificate is on file. We look up the same zone on FEMA's map before we write your estimate and put it in the paperwork.
Why hire a concrete patio contractor in Flagler Beach who knows the Flagler County rules?
Because the zone picks the slab. Beachside V-zone patios are unreinforced and frangible, AE lots have fill limits, and a porch gets its own side setback. On a city lot, the city's own code governs the pour. We read the city's regulations first and price only what the code lets you build.
