Quick answer

A pole barn barndominium slab in Flagler Beach follows the city's own code and Flagler County's flood maps, not Volusia's. The driveway plan needs NGVD spot elevations, and in an AE flood zone fill is capped. Port Orange Concrete Co handles the pour, and we pull the permit when the job needs one.

Flagler County rules, not Volusia's, for a pole barn barndominium slab in Flagler Beach

Cross the county line from the Volusia towns around Port Orange and the paperwork changes. The city's Planning, Building and Engineering departments share one office. Building issues permits. Engineering is the office for driveways, rights-of-way, floodplain management and flood zone questions, and it keeps elevation certificates on file.

The city says every project to construct, enlarge, alter, repair, move or demolish a building or structure needs a building permit. Appendix A of the city's code of ordinances holds the land development rules. You won't deal with the Volusia County Use Permit, the Volusia apron spec or the county's flood office here.

The FEMA flood panels differ too. Every Flagler County panel took effect on June 6, 2018, and the zones are A, AE, AO, VE and X. Our Volusia permit guide shows what changes across the line. Give us the street address up front. We confirm which office reviews the barn before we price it.

NGVD spot elevations, fill in cubic yards and a flat $225 driveway fee

The driveway permit checklist is a stack of paper. You submit a site plan or survey showing NGVD elevations, the proposed finished floor elevation, spot elevations at the corners and along the side lines, pervious and impervious lot coverage, a final grading plan, proposed fill in cubic yards and the surface type (rock, concrete or pavers). Add proof of ownership and a Drainage Affidavit. The city can waive the survey if the plan is to match existing grade.

The city charges $75 for the application, $75 for review and $75 for the inspection, for $225 total. Want pavers in the city right-of-way, from the property line to the edge of pavement? That takes a Right of Way Utilization Agreement signed by everyone on the deed.

The checklist also wants a certified Notice of Commencement, recorded with the Flagler County Clerk in Bunnell, before inspections. State law requires one for improvements over $2,500, and our permit guide explains it. We prepare the paperwork with you so the inspector never waits on a document.

AE zone fill: the stem wall interior, driveway grades and 50 cubic yards

We checked 59 sample points inside the city line on FEMA's flood map, and 9 landed in open water. The rest split 49.2 percent Zone AE, 28.8 percent Zone X, 20.3 percent the shaded 0.2 percent chance zone and 1.7 percent Zone VE. With nearly half the points in AE, the fill rules decide how a barn floor gets built. Pull up your parcel on the FEMA flood map.

Section 9.04.04 of the land development regulations allows three kinds of fill in AE zones. First, whatever you need inside a stem wall foundation to pour the slab at the required height. Second, fill that brings driveways and sidewalks to approved grades. Third, up to 50 cubic yards anywhere else, which the section frames as 6 inches or less of grade change on slopes no steeper than 3 to 1. The right-of-way gets nothing but the driveway and culvert. Finally, no lot can be filled higher than the final average grade of adjacent developed lots, unless it already sat higher.

On a barndominium in an AE zone, the Florida Building Code sets the lowest floor at flood height plus 1 foot. So think stem wall foundation, not a thick pad on built-up sand. The difference between stem wall and monolithic slabs is in our flood zone guide.

Frangible, unreinforced and apart from the house: slabs near the ocean

In V zones and Coastal A zones, the city's floodplain code treats a concrete slab used as a parking pad, patio, walkway or other nonstructural surface differently. It must be structurally independent of the building foundation, "frangible and not reinforced." The Florida Building Code supplies the numbers: no more than 4 inches thick, no turned-down edges, joints in both directions at most 4 feet apart. The point is to let a flood break the slab apart rather than shove it into the house.

That's the opposite of a barn floor built for tractors. Buildings in a V zone go up on pilings or columns, and slabs under or near them must be frangible or self-supporting structural slabs. If your lot is in one, you'll hear it from us before you buy a kit. VE showed up at 1.7 percent of the sample points.

Then there's the state control line. FDEP set the Flagler County Coastal Construction Control Line in 1988, and it crosses the city boundary. Roughly 230 to 310 feet in from the city's eastern edge, the line puts about 7 percent of sampled points on its seaward side. State law bars building seaward of a control line without an FDEP permit. Your site plan has to show the line or note that the site is seaward of it. Near the beach, city lighting rules for sea turtles apply as well.

Fifteen feet tall, thirty percent of the rear yard and five feet off the line

Section 2.05.05.1 of the minimum yard regulations covers detached accessory structures in single-family, low-density and medium-density residential districts. They top out at 15 feet in height and 30 percent of the required rear yard, must meet the principal front setback, and stay at least 5 feet from side and rear lines. Garages and carports on alleys in those districts sit back 15 feet if the door faces the alley, or 5 feet if it faces sideways. Other districts put accessory structures on the principal front and side setbacks and 10 feet from the rear line.

On a small lot, 30 percent of the required rear yard doesn't add up to much. The median home here was built in 1985, and 56.5 percent of housing units went up between 1970 and 1989. The ACS counts 2,356 single-family detached homes, 63.7 percent of the housing, at a median owner value of $557,600. On a lot like that, the barn slab gets sized to the yard, not the other way around.

Bring your survey. We'll mark the rear yard, the 30 percent limit and the 5 foot lines on it, then hand you a free written estimate for the slab.

Tidal soils, shell sand and what the pier rebuild tells you about concrete here

Inside the city line, the soil data shows Turnbull and Pellicer soils, tidal, at 20.3 percent. They drain very poorly, rate "very limited" for dwellings, and flood very frequently. Palm Beach gravelly sand is 16.9 percent and drains excessively. Narcoossee shell substratum-Welaka complex is 11.9 percent, and smoothed Udarents 8.5 percent. For dwellings without basements, about 42 percent of points rated "not limited" and 32 percent "very limited."

Water touches the boundary on every side: the Atlantic Ocean, the Intracoastal Waterway, Halifax Creek, Smith Creek and Silver Lake. Before we price the floor, we probe the pad. Muck comes out. Clean fill goes in, compacted for uniform support.

Look at the city pier to see what the coast does to structures. Hurricanes Ian and Nicole closed it in 2022, and FOX 35 reported that the rebuild uses concrete and stands more than 10 feet taller and 5 feet wider than the old pier. A slab this close to the ocean has to stand up to the same water and salt. More of our work here is on the slab service page and the city page. Whatever the soil says, you get a free written estimate on a pole barn barndominium slab in Flagler Beach once we've walked the lot.

What Our Clients Say

5.0 out of 5 from 14 Google reviews See all reviews on Google

  • I called four companies about tearing out our cracked patio and putting in a bigger one. Two never came out, one came out and never sent a number, and one texted a price with nothing else. These guys came out the next morning, measured, and the owner sat at our kitchen table and went through what he would do and why, including why he wanted it a little thicker where the grill sits. The quote matched the bill to the dollar. What stuck with me was the crew. We have a newborn at home and they kept the radio off and the noise down without us asking. They carried every bag through the side gate instead of across the lawn too. Patio came out flat and drains away from the house like it should. Real people doing honest work.

Frequently Asked Questions

Which county's rules apply to a barn slab in Flagler Beach?
The city's own code and Flagler County's flood maps apply, not Volusia's. The city's Engineering Division takes driveway, right-of-way and flood questions, and the Volusia County Use Permit doesn't apply. If your address is one of the Volusia County parcels inside the city line, have the city confirm that first.
What does a city driveway permit for a barn cost?
The city charges $75 for the application, $75 for review and $75 for inspection, a flat $225. Your plan must show NGVD elevations, fill volume, surface type and lot coverage, and you attach a Drainage Affidavit and proof of ownership. Pavers in the right-of-way need a signed agreement on top. The concrete is priced separately.
How much fill can go under a barn slab in an AE zone?
The land development regulations allow three things: whatever it takes inside a stem wall foundation, fill to bring driveways and sidewalks to approved grades, and up to 50 cubic yards elsewhere. In the right-of-way, only the driveway and culvert get fill. The lot can't rise above the final average grade of adjacent developed lots unless it already sat higher.
Can a barn slab be reinforced in a V zone?
Not as a free-standing pad. In V zones and Coastal A zones, a slab for parking, a patio or walkway must be structurally independent of the foundation, frangible and not reinforced. The elevated-foundation rules cover a building's own floor. Look up your zone on the FEMA map, then ask Engineering before you design the floor.
Does a pole barn barndominium slab in Flagler Beach need a Notice of Commencement?
State law requires a recorded Notice of Commencement for improvements over $2,500, and the city's driveway checklist asks for a certified copy before inspections. We prepare it with you, you sign it, and it gets recorded with the Flagler County Clerk before the first inspection.
How tall can a detached barn or shop be in Flagler Beach?
A detached accessory structure in single-family, low-density and medium-density residential districts tops out at 15 feet and 30 percent of the required rear yard, and sits at least 5 feet from side and rear lines. Other districts use different distances. Bring a survey and we'll mark the limits on it.
