Quick answer

A residential concrete slab permit in DeBary costs a flat $75, so a concrete patio contractor in DeBary can quote you the city's fee before the first stake goes in. Port Orange Concrete Co files through the Citizenserve portal and checks your HOA, trees and flood zone. Then you get a free written estimate before any work begins.

Concrete patio contractors in DeBary file through Citizenserve for a flat $75

PDCS, LLC runs building code administration, plan review and inspections for DeBary under contract. Applications, status, fees and inspections all live in the city's Citizenserve portal, and the Building page has the link. Every permit carries a $50 residential application fee. The fee schedule effective August 1, 2024 lists "Concrete Slab, Structural & Non-Structural (residential)" as a flat $75 item. Add them up and the city's cost for a patio slab is $125.

Planning a patio, porch or deck out back? DeBary's HB 803 notice treats accessory structures and freestanding masonry walls as structural work, and the under-$7,500 exemption never covers structural work. It also leaves out any property partly or entirely in a flood hazard area. The building official decides whether your slab fits the exemption. Either way we price the $75 slab permit. Our permits guide explains the exemption.

Glen Abbey, DeBary Plantation and what an HOA can ask before the city does

Single-family detached homes make up 84.8 percent of DeBary's housing, and the median home went up in 1993. Homeowner association communities, built from the 1980s on, look after their own stormwater systems, the city says. It held meetings in 2023 and 2024 about HOA-maintained drainage at DeBary Plantation and the DeBary Golf and Country Club. Alexandra Park sits inside the Glen Abbey subdivision.

Under F.S. 720.3035, your HOA's architectural committee has authority over a patio only as far as your declaration or published guidelines go. It can't demand a government permit before it reviews your plans, so its approval can come first. A denial has to be in writing and cite the specific rule. We hand your HOA a dimensioned plan with the slab thickness and the finish. Send us your covenants and we'll flag anything about materials, setbacks or colors.

These are our Volusia ranges for patios and deck slabs on DeBary's mix of ridge and flatwoods lots. The city's $125 slab permit cost is separate and comes from the fee schedule.

Older subdivisions, one inch of retention and where the water goes

DeBary's Residential Stormwater permit costs $400, and it hits two kinds of property: lots in subdivisions platted before 1990 without plat drainage, and unplatted land. Either one has to hold at least one inch of runoff from all impervious surfaces. The checklist also sets finished floor 12 inches above the road crown and keeps a 25 foot wetland setback. Lot coverage in the zoning table counts the roofed building footprint only and "does not include parking or other paved surfaces." That means coverage won't limit your patio. Drainage, setbacks and trees will.

Keep accessory structures out of any yard that abuts a street. They sit 5 feet off lot lines, or 15 feet on the side and rear once they reach 600 square feet. Wetland buffers run 25 feet on properties under 10 acres. For flood zones, Code Sec. 14-33 expressly allows minor fill to support parking slabs, patios and walkways, while LDC Sec. 9.32 requires "cup for cup" compensatory storage for fill in those zones. Our DeBary concrete page shows what else we pour here.

Sand ridge, wet flat and muck: reading the ground under a DeBary patio

DeBary is where high sand ridges run into wet flats. The city has 61 mapped land points. Of those, Paola fine sand and Apopka fine sand each cover 16.4 percent (excessively and well drained). Immokalee sand covers 13.1 percent (poorly drained), and Gator muck covers 6.6 percent. 47.5 percent of the points rate "not limited" for dwellings without basements, and 45.9 percent rate "very limited." On FEMA's map, 75.4 percent of land points are Zone X, 19.7 percent AE and 4.9 percent A. There are no static base flood elevations, because the AE here is riverine. Water touches the city at the St. Johns River, Lake Monroe, Gem Lake and Lake Emerald, among others.

Ridge lots drain fast and flat lots hold water. We probe both before we quote. On muck, we dig out under the concrete and replace it with compacted fill. Then there are the trees. DeBary requires a permit for protected trees 6 inches DBH or larger. It bars paving within 10 feet of a canopy tree you keep and within 6 feet of an understory tree, and it asks you to tell City Hall before removing even an exempt tree. Our patio service page shows how we compact and pour, and good concrete patio contractors in DeBary probe both kinds of ground before they quote.

What Our Clients Say

  • I called four companies about tearing out our cracked patio and putting in a bigger one. Two never came out, one came out and never sent a number, and one texted a price with nothing else. These guys came out the next morning, measured, and the owner sat at our kitchen table and went through what he would do and why, including why he wanted it a little thicker where the grill sits. The quote matched the bill to the dollar. What stuck with me was the crew. We have a newborn at home and they kept the radio off and the noise down without us asking. They carried every bag through the side gate instead of across the lawn too. Patio came out flat and drains away from the house like it should. Real people doing honest work.

  • One panel on the sidewalk had cracked through and was starting to tip. They cut it back to the joints on both sides and poured fresh. The seam is barely there. Quick too, same morning

Frequently Asked Questions

What does DeBary charge for a concrete patio permit?
The fee schedule effective August 1, 2024 lists a residential concrete slab, structural or non-structural, at a flat $75. A $50 residential application fee rides on every permit, so the city's cost comes to $125. The $400 stormwater permit applies only to certain older subdivisions and unplatted land. We confirm which ones apply to your address.
Can my DeBary HOA stop a patio the city already allows?
It can, if your declaration or published guidelines give the architectural committee that power. F.S. 720.3035 lets the HOA review plans before any government permit exists, and a denial has to be in writing and cite the specific rule. Send us your covenants. Concrete patio contractors in DeBary should flag material, setback and color limits before the plan goes in, and we do.
How close can a DeBary patio get to a tree I'm keeping?
DeBary bars paving within 10 feet of a canopy tree and within 6 feet of an understory tree you're keeping. Protected trees of 6 inches DBH or larger need a permit to remove, and the city asks you to notify City Hall before taking out any tree, even an exempt one. Our concrete patio contractors in DeBary lay the slab out around the drip line.
Does my older DeBary subdivision need the $400 stormwater permit for a patio?
Maybe. The Residential Stormwater permit covers lots in subdivisions platted before 1990 without plat drainage, plus unplatted land, and it requires retaining one inch of runoff from all impervious surfaces. A newer plat with drainage may not trigger it. We check your plat with the city before we write the estimate.
I'm south of Highbanks Road. Does the septic-to-sewer rule matter for a patio?
Worth knowing about, yes. About 2,400 homes in the Gemini Springs focus area, south of Highbanks Road, fall under rules that make lots under one acre connect to sewer or install advanced treatment when a conventional septic system fails. We keep concrete slabs off drain-field areas and ask you where yours sits.
Why use a concrete patio contractor in DeBary who files through Citizenserve?
DeBary's building services are contracted to PDCS, permits and inspections run through Citizenserve, and the HOA, stormwater and tree rules pile on top. Whoever pours your concrete patio should know that sequence. We file the permit, handle the inspections and walk you through each step.
