Quick answer

Don't count on the under-$7,500 permit shortcut for a concrete retaining wall in DeBary. The city's own HB 803 notice treats freestanding masonry walls as structural work. Permits run through PDCS and the Citizenserve portal. Port Orange Concrete Co builds poured and block walls, and we write a free estimate after we see your grade.

Concrete retaining wall in DeBary: a city that calls masonry walls structural

DeBary hires PDCS, LLC for building code administration, plan review and inspections. Its HB 803 notice calls accessory structures and freestanding masonry walls structural work. The under-$7,500 exemption leaves out structural work, so a wall here is a permit job. The notice also rules out any property partly or entirely in a flood hazard area, and you can't split a project to slip under the line.

You apply, check status, pay fees and book inspections in the Citizenserve portal. Each permit carries an application fee, $50 for residential. The fee schedule shows flat $75 permits for residential concrete slabs, driveways and grading. A wall alone isn't listed there. Ask PDCS how they'd file yours. Our permits guide lays out the exemption rules in full, and our retaining wall page covers the build.

Ridge sand, wet flats and Gator muck under a DeBary footing

Dirt changes fast here. We checked 61 land points against the state soil map. Paola fine sand and Apopka fine sand each came up at 16.4 percent (excessively and well drained), and Orsino fine sand at 8.2 percent. Poorly drained Immokalee sand made up 13.1 percent, Bluff sandy clay loam 8.2 percent and Gator muck 6.6 percent. About 47.5 percent of points rated "not limited" for dwellings without basements, and 45.9 percent "very limited."

Dry sand ridges sit right next to wet flats and muck, so we check the ground at your address before we price a concrete retaining wall in DeBary. A ridge slope needs a concrete retaining wall that holds loose sand and a drain that carries water out the low end. A flat near an Immokalee pocket needs a dry footing on compacted base, with gravel and a perforated pipe behind it. Muck gets dug out and replaced. You'll hear which ground you have before we price it, not on pour day.

Check your plat as well. Subdivisions from the 1980s on lean on HOA-run drainage, and the next section covers that.

These walls run $25 to $45 per sq ft of wall face, poured or block, up to about 4 feet.

Lake Monroe, the St. Johns and the buffer strips

The St. Johns River, Lake Monroe, Gem Lake, Lake Emerald, Lake Maud, Lake Marie and a string of smaller lakes all touch the city boundary. LDC Sec. 9.10 sets a 25 ft upland buffer on wetlands for properties under 10 acres, and 50 ft from Lake Monroe and the St. Johns River on larger tracts. Near a shoreline, get those buffers onto the survey before anyone draws a wall.

The flood rules are just as picky. Whichever is higher sets the lowest floor: base flood elevation plus 1 foot, or 12 inches above the crown of adjacent roads. Code Sec. 14-33 allows minor fill "for support of parking slabs, patios and walkways." A wall holding a fill terrace isn't on that list, and LDC Sec. 9.32 requires "cup for cup" compensatory storage for fill in the flood zones.

Across the 61 land points, FEMA's flood map put 75.4 percent in Zone X, 19.7 percent in AE and 4.9 percent in Zone A. It returned no static base flood elevations. Flood questions go to the Building Official, who is also the floodplain administrator. Our flood-zone guide has the wider picture.

Glen Abbey, DeBary Plantation and the pre-1990 retention rule

Several neighborhoods run their own drainage through an HOA. Alexandra Park sits inside the Glen Abbey subdivision. The city held stormwater meetings for DeBary Plantation and the golf and country club in 2023 and 2024 over HOA-maintained drainage. HOA communities built from the 1980s on are responsible for their own stormwater systems, the city says. If a wall sends water into a pond or inlet, the HOA gets a say along with the city.

F.S. 720.3035 lets an HOA review your plans before a government permit exists, and a no has to cite the rule in writing. Start with the board or architectural committee and ask for their guidelines. We can't read your covenants for you. We build to what the HOA approves.

The city's $400 residential stormwater permit adds a second rule for lots in subdivisions platted before 1990 without plat drainage, and for unplatted land: retain no less than one inch of runoff from all impervious surfaces. Whether your lot and your wall trigger it is the city's call, so ask at the permit desk.

Trees, septic lots and what this wall costs

A tree is protected once it hits 6 inches across at chest height. LDC Sec. 8.8 bars paving within 6 ft of an understory tree or 10 ft of a canopy tree you're keeping. A removal permit costs $200, and even an exempt tree needs a heads-up to City Hall before it comes out. South of Highbanks Road you're in the Gemini Springs focus area. A lot there under an acre has to swap a failed conventional septic system for advanced treatment, or hook to sewer. Locate your drainfield before anyone digs the footing trench.

Our Volusia range for a concrete retaining wall in DeBary is $25 to $45 per sq ft of wall face, poured or block, up to about 4 ft. Take a 100 ft wall, 3 ft high. That's 300 sq ft of face, or $7,500 to $13,500. Looking for retaining blocks or retaining wall contractors out of Port Orange? Block is part of the wall, so a single written estimate covers blocks, steel, grout, drain stone and labor. Need a driveway next to it? What Our Clients Say

  • I called four companies about tearing out our cracked patio and putting in a bigger one. Two never came out, one came out and never sent a number, and one texted a price with nothing else. These guys came out the next morning, measured, and the owner sat at our kitchen table and went through what he would do and why, including why he wanted it a little thicker where the grill sits. The quote matched the bill to the dollar. What stuck with me was the crew. We have a newborn at home and they kept the radio off and the noise down without us asking. They carried every bag through the side gate instead of across the lawn too. Patio came out flat and drains away from the house like it should. Real people doing honest work.

  • One panel on the sidewalk had cracked through and was starting to tip. They cut it back to the joints on both sides and poured fresh. The seam is barely there. Quick too, same morning

Frequently Asked Questions

Can a concrete retaining wall in DeBary use the $7,500 permit exemption?
Probably not. Plan on a permit. The city's HB 803 notice counts accessory structures and freestanding masonry walls as structural work, which the exemption leaves out. It also leaves out any property partly or entirely in a flood hazard area. Ask PDCS how your wall is classified. If the job needs a permit, we pull it.
What does the city charge to permit a wall?
Every permit has a $50 residential application fee. The fee schedule effective August 1, 2024 lists flat $75 permits for residential slabs, driveways and grading. A wall isn't named separately, so ask PDCS which line fits a retaining wall. The estimate lists permit fees apart from the concrete, so you see both numbers.
How close can a wall footing sit to a canopy tree?
LDC Sec. 8.8 bars paving within 10 ft of a canopy tree being kept and within 6 ft of an understory tree. The city decides whether a wall footing falls under that. Even an exempt removal means telling City Hall first. We map roots and drip lines before we draw the line, so the footing lands where it can.
I'm in Glen Abbey. Does the HOA or the city come first?
Neither has to wait. F.S. 720.3035 says an HOA can't require a government permit before it reviews your plans, and a denial has to cite the specific rule in writing. We'd run the HOA decision and the city permit side by side. Your covenants are yours to read, so ask the board for the guidelines.
Does DeBary's one-inch retention rule apply to my wall?
It applies under the $400 residential stormwater permit to lots in subdivisions platted before 1990 without plat drainage, and to unplatted land. Those lots must retain at least one inch of runoff from all impervious surfaces, with finished floors 12 inches above the road crown. Ask PDCS whether a wall counts and whether your plat has drainage built in. We'll size the drain stone and outlet to match.
Does a wall near Lake Monroe or the St. Johns need a buffer?
The code sets a 25 ft upland wetland buffer on properties under 10 acres and 50 ft from Lake Monroe and the St. Johns River on larger tracts. Mark the buffers on your survey before anyone draws the wall. Growth Management says which one fits your parcel, and we set the line to their answer.
