Quick answer

A concrete foundation contractor in DeLand builds to the city's own Slab Foundation checklist. It asks for sealed plans on any thickened-edge slab, and for termite proof when soil within a foot of an old slab is disturbed. Port Orange Concrete Co pours monolithic and stem wall foundations for additions, garages and new homes, and the written estimate is free.

The Slab Foundation checklist, the $100 filing fee and the Accela portal

Foundation permits in DeLand go through the Accela Citizen Portal. The Building Division takes a non-refundable $100 application fee on residential work when you submit. The city's Slab Foundation checklist says a residential slab on ground follows section R506.1 of the Florida Building Code Residential, and a slab-only permit needs a written description of the slab. A thickened-edge structural slab needs signed and sealed plans. You'll also need a dimensioned site plan with setbacks.

Grading is its own item. The city wants as-built surveys with at least three extra spot elevations along each side lot line, which lets reviewers spot any hump or dip that would block stormwater. State law has you record a Notice of Commencement on any job over $2,500, and DeLand's checklists want the recorded copy before the first inspection once the contract tops $5,000. The statewide rules are in our Volusia County permit guide, and the foundation contractor page explains how a monolithic slab differs from a stem wall.

Concrete foundation contractor in DeLand: Astatula ridge sand under the footing

DeLand sits on the county's sandy ridge. In the state's soil sample, Astatula fine sand on 0 to 8 percent slopes covers 28.5 percent of points and is excessively drained. Tavares fine sand is next at 16.3 percent, moderately well drained, followed by Astatula-Urban land complex at 16.3 percent. Immokalee sand and Smyrna fine sand each cover 4.9 percent, and Apopka fine sand is well drained. In all, 47.2 percent of points are excessively drained. 74.0 percent rate "not limited" for dwellings without basements, against 18.7 percent "very limited."

Fast-draining ridge sand still needs prep. Fill under a slab must be free of vegetation and compacted for uniform support. The Florida Building Code asks for a 4-inch base course of clean graded sand or gravel under slabs below grade. It skips that course where the slab sits on well-drained or sand-gravel Group I soils, and the building official decides which soils qualify. Don't assume your lot skips it. Ask the Building Division. Exterior footings still go at least 12 inches below finished grade. Lakes like Lake Winnemisett, Blue Lake, Lake Diamond and Lake Lindley, plus Little Haw Creek, sit in or beside the city.

What the state's subsidence reports say about DeLand

The Florida Geological Survey's subsidence incident database lists 110 reports in Volusia County. Among the ones that name a city, almost all are on the county's west side: DeLand has 12, Orange City 9, Pierson 7, DeBary 7 and Deltona 6. The survey also says most incidents aren't field-checked and the causes haven't been confirmed. So it's a report count, not a hazard map, and we won't call a lot sinkhole-prone off it.

What it does show is why compaction gets its own line on our estimates. The same agency notes that buried organic debris, broken pipes or septic tanks, and poorly compacted fill can cause depressions that mimic sinkholes. As your concrete foundation contractor in DeLand, we strip out roots and debris, compact the fill, and tell your engineer about anything odd before any steel goes in. Have a geotechnical report on your lot? Send it with the survey. Ground and flood rules for the whole county are in the permit guide, and the rest of our work in town is on the DeLand concrete contractors page.

Termite proof beside an old slab: the one-foot rule

Here's a rule you won't find on every city's list. DeLand's Slab Foundation checklist says any slab that requires disturbing soil within a foot of an existing slab must have verification of termite treatment. An addition footing beside your garage or porch slab triggers it. The state building code points the same direction. When soil is chemically treated, exterior concrete or grade within 1 foot of the walls gets treated too, and soil disturbed after treatment has to be retreated.

Treated soil goes under a 6-mil vapor retarder to protect it from rain dilution, and a rain before the retarder is down means retreating. On new construction, the pest control company issues a Certificate of Compliance to the building department. We book the treatment close to the pour, keep the retarder ahead of the rain, and give you the paperwork the city asked for. Need only a slab and no footing? The DeLand slab page covers it.

Downtown, Stetson and the Northwest district: when the Certificate comes first

DeLand has three National Register districts, per the city: Downtown DeLand, listed in 1987, the Stetson University district in 1991, and the Northwest district in 1992, which covers the Woodland-Stone Street and New York-Pennsylvania area. A Certificate of Appropriateness is a separate requirement. It applies in designated historic districts and on designated properties, for material exterior changes and for any new principal or accessory building. It has to come before any other permit, and a permit issued without it is invalid.

A Register map won't tell you whether your address is locally designated. The Building Division will. Ask before an addition goes into plans, because a concrete foundation contractor in DeLand can't pull the permit until the certificate is in hand. A new principal building or accessory structure in a designated district needs the certificate first. The same question applies in the big neighborhoods, Victoria Park with about 2,393 single-family parcels and Lakewood Park with 432. About 28.4 percent of DeLand's housing units went up in 2010 or later.

Oaks, root zones and the small flood share

Trees are protected in DeLand's code. Paving inside the tree protection zone of any historic tree is prohibited. No construction may take place within 1.5 times the drip line of a historic tree unless the city accepts a root protection method. To remove a historic tree you need a recommendation from the city forester and the tree advisory committee, plus a City Commission finding. Replacements must equal 100 percent of the removed tree's trunk diameter. DeLand is in its 38th year as a Tree City USA.

Flood is the smaller issue here. FEMA's map data puts about 6.5 percent of sampled points in a Special Flood Hazard Area: 5.7 percent in Zone A and 0.8 percent in AE. Small share, but it still touches your paperwork. The city's HB 803 page excludes any property partly or entirely in a flood hazard area, and structural work never qualifies. Check your parcel on FEMA's flood map page. Any concrete foundation contractor in DeLand should do the same before pricing a footing.

What Our Clients Say

  • I called four companies about tearing out our cracked patio and putting in a bigger one. Two never came out, one came out and never sent a number, and one texted a price with nothing else. These guys came out the next morning, measured, and the owner sat at our kitchen table and went through what he would do and why, including why he wanted it a little thicker where the grill sits. The quote matched the bill to the dollar. What stuck with me was the crew. We have a newborn at home and they kept the radio off and the noise down without us asking. They carried every bag through the side gate instead of across the lawn too. Patio came out flat and drains away from the house like it should. Real people doing honest work.

Frequently Asked Questions

Does DeLand require sealed plans for a slab foundation?
For a thickened-edge structural slab, yes, and the city's checklist calls for signed and sealed plans. For a slab-only permit you send a written slab description instead. Either way you need a dimensioned site plan showing setbacks. Residential slabs on ground follow section R506.1 of the residential building code, so hand us whatever your engineer drew.
Why does DeLand want termite proof when I pour beside an existing slab?
The checklist says any slab that disturbs soil within a foot of the existing slab must show verification of termite treatment. An addition footing next to a garage or porch slab does that. We time the treatment close to the pour so the retarder goes down before rain.
What does it cost to file a residential foundation application in DeLand?
Residential work carries a non-refundable $100 application fee, due at submittal. That's the filing fee only, and permit fees follow. New construction is valued with the ICC Building Valuation Data table or the actual value, whichever is greater. You'll see every fee line before you pay.
What should a concrete foundation contractor in DeLand show me before the pour?
Four things: the issued permit, the termite treatment record, a copy of the recorded Notice of Commencement (the city asks for it on contracts over $5,000), and the passed inspection. A slab with thickened edges also needs your engineer's sealed plans. We'll go through the list at the estimate, and if a document is missing the pour waits.
Do DeLand's sinkhole reports mean my slab needs special footings?
Not on their own. The state database lists 12 subsidence reports with a DeLand location, but it also says most incidents aren't field-checked and causes haven't been confirmed. It's a report count, not a hazard map. For a footing, the real answer is compaction, clean fill free of roots and debris, and your engineer's sheet. A geotechnical report helps if you have one.
How close can a footing go to a historic oak in DeLand?
The city prohibits paving inside a historic tree's protection zone. Nothing gets built within 1.5 times the drip line unless the city accepts a root protection method. To remove the tree you need the city forester and tree advisory committee to recommend it and the City Commission to approve. Mark the tree and its drip line on the survey before design, so the footing line goes around it.
Will a Certificate of Appropriateness slow my DeLand addition?
Only if your address is in a designated historic district or is a designated property. In that case the certificate is required for new principal or accessory buildings and has to come before any other permit. A permit issued without it is invalid. Check with the Building Division first, before plans are drawn or money is spent.
