Code Sec. 33-57 in DeLand is blunt: paving within the tree protection zone of any historic tree is prohibited. For any other protected tree, paving more than 50 percent of the zone is prohibited unless the city accepts a root protection system. Sec. 33-12 goes further. No construction may take place within 1.5 times the drip line area of a historic tree unless the city accepts a root protection method. So a stamped patio sketch starts with a tape measure at the trunk. The slab follows the tree, not the other way around.

Don't count on removing a historic tree as a shortcut. Removal needs a recommendation from the city forester and the tree advisory committee, then a finding by the City Commission. Patios and driveways are accessory structures in DeLand

In DeLand, patios and driveways fall under the Accessory Building or Structure permit type, along with fences, decks, sheds and carports. Permits are filed on the Accela Citizen Portal. The Building Division charges a non-refundable $100 residential application fee at submittal. Zoning district sets the maximum impervious surface, so a stamped patio has to fit your district's cap. Pouring a new patio against an existing slab adds a step. The city's Slab Foundation checklist says any slab that requires disturbing soil within a foot of the existing slab needs verification of termite treatment. Single-family driveways run 12 to 20 feet wide and sit at least 1 foot off the property line. They must be concrete, asphalt or porous paving approved by the city engineer, and parking on grass and sidewalks is prohibited. Downtown, Stetson and Northwest: stamped concrete near DeLand's historic districts

Code Sec. 33-34.03 calls for a Certificate of Appropriateness in designated historic districts and on designated properties. It covers material exterior changes and any new principal or accessory building or structure. The certificate has to come before any other permit, and a permit issued without it is invalid. The city lists three National Register districts. Downtown DeLand was listed in 1987 and the Stetson University district in 1991. The Northwest district followed in 1992 and covers the Woodland-Stone Street and New York-Pennsylvania area, with houses built from 1883 to 1920.

A National Register listing and a local designation aren't the same thing. For flat paving, city staff gives the answer. Ask them before you pick a pattern for decorative concrete visible from the street, such as a front walk or a stamped patio. Parcel data counts 348 single-family parcels in the Northwest DeLand Downtown group and 236 in Stetson Home Estates. Age adds a wrinkle: 6.5% of DeLand's housing units were built before 1940.

Sandy ridge ground, sinkhole reports and why we compact the base

DeLand sits on sandy ridge ground. State soil mapping at 123 points inside the city ranked Astatula fine sand on 0 to 8 percent slopes first at 28.5%, then Tavares fine sand at 16.3%. In all, 47.2% of the points were excessively drained, and 74.0% rated not limited for dwellings. Flooding worries us less than it does on the coast. 93.5% of FEMA sample points sit in Zone X and only 6.5% fall in a special flood hazard area, so the HB 803 flood carve-out bites less here.

Loose sand still needs compaction. The Florida Geological Survey's database lists 12 subsidence reports naming DeLand, the most of any city it names in Volusia County. FGS says most incidents aren't field-checked. It adds that buried organic debris, broken pipes or septic tanks, and poorly compacted fill can cause depressions that mimic sinkholes. Armstrong and Stone-Adelle hold 523, Lakewood Park 432, Saddlebrook 320 and Bent Oaks 290. Blue Lake, Lake Diamond, Lake Lindley and Miller Lake are in or touching the city, and Little Haw Creek runs through.
